Project Manager (Remote)
ECS is seeking a Senior Project Manager to join our team remotely, supporting cloud-related application and infrastructure migration and modernization efforts for the NIH NIAID Enabling and Advancing Technologies (NEAT) program. This role is part of the External Enterprise Software Development Support Services program area, focusing on the development, support, and maintenance of NIH enterprise applications.
Please Note: This position is contingent upon contract win.
As the NIAID NEAT Project Manager, you will be responsible for the day-to-day management, resource staffing, and oversight of work performed. You will lead technical staff on multiple complex software development projects.
Key Responsibilities
- Project Management:
- Prepare cloud migration and modernization schedules and milestones to deliver CI/CD pipelines for all NIAID software applications.
- Manage team finances and burn rates, augmenting staff as needed.
- Analyze complex, multi-task interrelated projects, assessing and mitigating risks to project success.
- Prepare and present HHS Enterprise Performance Life Cycle (EPLC) stage gate deliverables and presentations to review boards.
- Ensure Agile teams adhere to web and mobile UI/UX industry best practices, standards, and lessons learned.
- Agile Delivery:
- Foster a collaborative and innovative work environment.
- Facilitate, manage, and maintain Agile artifacts, including user stories, backlogs, and sprint plans.
- Collaborate with cross-functional teams, stakeholders, and Scrum Masters to align projects with business objectives.
- Monitor project progress, identify risks, and implement mitigation strategies.
- Conduct and/or participate in reviews throughout the development life cycle.
- Cloud Migration:
- Assist stakeholders with cost-benefit analyses for migrating on-premises solutions to the cloud.
- Support cloud-related application and infrastructure modernization efforts at NIAID.
- Assist stakeholders in conducting market research on cloud platforms and tools.
- Conduct proof-of-concept and pilot projects to evaluate cloud migration and modernization approaches.
Requirements
- Bachelor's degree in Computer Science, Information Security, or a related field.
- Active Public Trust or higher security clearance.
- Minimum of 6 years of project management experience.
- Minimum of 5 years of experience in Agile .NET implementations.
- In-depth understanding of technology and technical aspects of projects, with the ability to comprehend software design and database complexities.
- Experience managing technology projects/programs involving large-scale web and mobile applications, AWS Cloud products, and other cloud technologies (e.g., Azure).
- PMP (Project Management Professional) Certification.
- Willingness to travel within the Washington DC Metro Area and CONUS as needed.
