About the Project
The NATO Communications and Information Agency (NCIA) is seeking support to build a mock-up environment of the Cyber Operations Management System (COMS) on the NATO Software Factory. This project aims to replicate the functionalities of the operational COMS, capture current requirements, and demonstrate these capabilities to industry through a video and live demonstration. COMS is a critical component for Cyber Incident Response and Defensive Cyber Operations within NATO.
Key Responsibilities
- Build a mock-up environment on the NATO Software Factory to simulate the current COMS NR and COMS NS functionalities. This includes replicating the integration between Atlassian JIRA, Atlassian Confluence, and all associated plugins, as well as specific Jira processes supporting DEFEND branch missions and low-side workflow tracking.
- Identify and document COMS requirements in a format understandable by third parties, adhering to NATO AQAP standards.
- Create a video demonstration showcasing the identified COMS functionalities and requirements.
- Conduct a live demonstration of the COMS mock-up environment during an industry engagement day.
Deliverables
- D1: Mock-up of COMS NR/NS Environment: A functional simulation of the existing COMS environment on the NATO Software Factory. (Due: 60 days from Base Period EDC)
- D2: Identification and Documentation of COMS Requirements: A comprehensive document detailing COMS functionalities in a NATO AQAP conforming format. (Due: 45 days from Base Period EDC)
- D3: Video Demonstration: A recorded video presenting COMS capabilities based on the documented requirements. (Due: 70 days from Base Period EDC)
- D4: Live Demonstration: A live online presentation of the COMS mock-up environment to industry stakeholders. (Due: 100 days from Base Period EDC)
Requirements
- Experience:
- 5+ years of experience with Atlassian JIRA Datacenter administration.
- 5+ years of experience with Atlassian Confluence Datacenter administration.
- Prior experience working on the NCIA COMS Environment.
- Experience in scripting languages (e.g., Bash, Python) for automation.
- Experience deploying solutions on Microsoft Azure environments.
- Experience with Java, Groovy, and ScriptRunner.
- Strong experience in dynamic content management and integration between JIRA and Confluence.
- Strong experience managing metadata in Atlassian Confluence, Office/PDF documents, and Microsoft SharePoint.
- Strong understanding of Atlassian JIRA and Confluence instances, including at the database level.
- Experience managing Linux servers (preferably RedHat).
- Security Clearance:
- Project Manager: NATO SECRET.
- Other Contractor Personnel: NATO RESTRICTED.
- Personnel: Approximately 3 individuals are expected to fulfill the SOW requirements.
- Technical Skills: Familiarity with mock-up environments and the NATO Software Factory.
