ECS is seeking a passionate and innovative Business Financial Manager to join our team and work remotely. This role is critical in supporting transformative biomedical and health programs for the Advanced Research Projects Agency for Health (ARPA-H), an agency focused on accelerating health breakthroughs.
About the Role
The Business Financial Manager (BFM) will provide comprehensive financial and administrative support to Program Managers and the broader ARPA-H agency. You will advise leadership on program budget management, tracking, and forecasting activities, ensuring the efficient execution of high-risk, high-reward research programs.
Key Responsibilities
- Programmatic Support:
- Respond to budget data calls and develop tools for managing program finances.
- Assist Program Managers with budget development, execution, forecasting, tracking, and expenditure analysis.
- Track program budgets and spending requests.
- Track, create, and review Standard Operating Procedures (SOPs) for the Program Office.
- Financial Management:
- Develop and maintain financial models and forecasts for assigned programs.
- Support budget planning and execution to aid strategy implementation.
- Analyze business and financial data to identify trends, risks, and opportunities.
- Prepare financial plans, reports, and presentations for stakeholders.
- Ensure compliance with Federal financial regulations and agency policies.
- Make recommendations for financial policies and prepare audit justifications.
- Administrative Support:
- Organize and facilitate program meetings and workshops.
- Prepare correspondence and presentations.
- Manage travel and program expenses.
- Collaboration:
- Work effectively with a diverse team of ARPA-H staff, including Program Managers, scientists, engineers, and administrative professionals.
- Build and maintain strong relationships with external partners, including research teams, contractors, and government agencies.
Requirements
- Bachelor's degree in accounting, finance, or a related field.
- Minimum of 5 years of experience in federal government financial management, preferably in an R&D environment.
- At least 1 year of experience supporting DARPA or similar Federal "ARPA" agencies (IARPA, ARPA-E, HSARPA).
- Demonstrated experience in at least two of the following:
- Developing, organizing, forecasting, and maintaining financial budgets and tracking financial milestones.
- Creating and coordinating budget and acquisition documents.
- Organizing meetings.
- Developing briefings for technical and non-technical audiences.
- Interacting with internal and external personnel with excellent communication, project management, and organizational skills.
- Proficiency in Microsoft Word, PowerPoint, Project, and Excel.
- Experience providing programmatic, business operations, and budget support to the Government.
- Experience in budget execution, policy compliance, process improvement, internal control testing, and audit readiness.
- Strong understanding of Federal financial regulations, policies, and budgeting processes.
- Experience with financial modeling tools.
- U.S. citizenship or lawful permanent residency is required per contract.
- Must possess or be able to obtain a Public Trust clearance.
