About the Role
Numenta is seeking a highly experienced Technical Product Lead to join our CAPPS Technology Operations team. This is a remote position where you will provide senior-level consultative services and technical assistance for the CAPPS Program. You will be instrumental in shaping the program's vision, strategy, and technical execution, ensuring alignment with State of Texas goals and technical realities.
Key Responsibilities
- Program Vision and Strategy:
- Define and evolve the long-term strategy for the CAPPS Program, aligning with state objectives and technical constraints.
- Translate high-level business objectives into clear technical product roadmaps, prioritizing features based on customer value, technical feasibility, and team capacity.
- Architecture and System Design:
- Partner closely with the Managed Services vendor to shape architecture, evaluate technical trade-offs, and ensure high-quality implementation.
- Develop a deep understanding of system design, APIs, data flows, and platform constraints to make informed decisions.
- Identify technical risks, dependencies, and scalability considerations early in the process.
- Provide architectural leadership for digital transformation, cloud migrations, modernization, and large-scale projects.
- Review proposed solutions to ensure they fit the enterprise ecosystem and prevent unnecessary complexities.
- Maintain standards for security, performance, compliance, and architecture, ensuring technical risks are managed responsibly.
- Accessibility:
- Ensure all digital products and content meet WCAG 2.1 accessibility standards (perceivable, operable, understandable, robust).
- Regularly review content for compliance and implement remediation for any identified accessibility issues.
- Contract Management and Oversight:
- Assist with applicable contract management oversight responsibilities for the CAPPS Program.
- Participate in annual IT control audits and ensure contract data security, user permissions, audit trails, and compliance.
- Perform technical reviews of contract templates, workflows, and automation rules.
- Oversee technical support related to SLAs, system monitoring, hardware/software evaluation, network troubleshooting, and application change management.
- Maintain documentation related to architecture, configuration, integrations, and change management.
- Technical Leadership and Support:
- Serve as a subject matter expert for user role Segregation of Duties (SOD) in multi-tenant software applications.
- Act as a technical advisor during procurement cycles, providing input on product research, technical specifications, and evaluation.
- Plan and coordinate technical upgrades (e.g., PeopleSoft image, PeopleTools).
- Collaboration:
- Communicate product decisions and rationale clearly across teams.
- Serve as the bridging voice between business needs and technical execution.
- Work collaboratively with functional analysts, solution architects, developers, security teams, and business stakeholders.
Requirements
- Extensive experience in the Texas public sector, directly supporting a Texas state government agency.
- Extensive experience performing technical activities in support of CPA application systems.
- Extensive experience creating and managing strategic roadmaps, combining planning skills, technical insight, and cross-functional communication.
- Experience preparing materials for and conducting executive-level presentations.
- Experience performing technical project management activities for CPA’s CAPPS program.
- Experience interpreting contractual language and integrating it into workflows, holding vendors accountable.
- Extensive knowledge of and experience with data integration, data quality, and SDLC processes.
- Experience in IT security and control practices.
- Technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11 or higher.
- Experience with CAPPS Central production and deployment technical support for multiple agencies and Hub instances.
- Experience with IT service desk functions and ITIL framework methodologies.
- Experience with user role segregation of duties (SoD) in multi-tenant software applications.
- Experience serving in a technical product role managing outsourced technical teams and overseeing a Managed Services provider.
Preferred Qualifications
- Experience with software and hardware management industry best practices.
- Experience with CPA’s legacy Statewide Financial Systems production support.
- Experience developing technical specifications to support IT procurements.
